New Desk to Simplify Corporate Debt Issuance and Capital Raising
The Securities and Exchange Commission of Pakistan has established a dedicated Corporate Debt Market Desk to strengthen Pakistanโs corporate debt market.
The initiative is designed to make debt issuance simpler, faster and more cost-effective for companies seeking long-term financing.
The SECP said the new desk will assist issuers, investors and other market participants throughout the debt-raising process.
It will support companies seeking to raise capital through public offerings and private placements of corporate debt securities.
The desk will also facilitate listings on the Pakistan Stock Exchange.
Companies seeking to issue Sukuk and other Shariah-compliant debt instruments will also receive support.
A senior SECP official has been appointed as the focal person for the new desk.
The official will coordinate with companies and market participants to address regulatory and procedural issues linked to corporate debt issuance.
The initiative is expected to improve access to alternative sources of financing for businesses that currently depend heavily on commercial banks.
Finance Minister Pushes for Stronger Non-Bank Financing Market
The establishment of the desk follows directions from Federal Minister for Finance Senator Muhammad Aurangzeb.
The finance minister has called for the development of a vibrant and efficient corporate debt market in Pakistan.
The government wants businesses to have greater access to long-term financing outside the traditional banking sector.
A stronger debt market could help companies finance expansion, infrastructure projects and industrial investment without relying exclusively on bank loans.
The move is also aimed at diversifying Pakistanโs financial system.
Corporate bonds, Sukuk and other debt securities can provide investors with additional investment opportunities while giving companies access to a broader pool of capital.
The SECP believes a more active debt market could attract greater participation from institutional investors.
These could include pension funds, insurance companies, asset management firms and other long-term investors.
SECP Launches Dedicated Online Portal for Debt Market Participants
The SECP has also established a dedicated Corporate Debt Market section on its official website.
The online section will provide companies and investors with information about the legal and regulatory framework governing corporate debt securities.
It will also contain market data, guidance material and details about issuance procedures.
Contact information for the focal person appointed to the Corporate Debt Market Desk will also be available.
SECP Chairman Dr. Kabir Ahmed Sidhu said the development of a deeper corporate debt market could provide significant benefits to Pakistanโs economy.
He said a stronger market would diversify long-term financing options and help mobilise institutional investment.
The chairman also highlighted the potential role of corporate debt financing in supporting infrastructure development and industrial growth.
According to the SECP, the new desk is part of a wider programme of reforms aimed at strengthening the corporate debt market.
The regulator is working to simplify issuance procedures and reduce the costs associated with raising debt capital.
Standardisation of documentation is another major part of the reform programme.
The SECP hopes these measures will encourage more companies to issue debt securities and attract a larger number of investors.
Authorities expect the reforms to make Pakistanโs capital markets more diverse and reduce excessive dependence on bank financing.
