Russia has announced plans to intensify strikes on Kyiv and other parts of Ukraine after President Volodymyr Zelensky said his country would increase attacks on Russian oil refineries.
The Russian Defence Ministry said its forces would expand attacks on military facilities, defence industry sites and related infrastructure across Kyiv and other Ukrainian regions.
Zelensky told Reuters that Ukraine would “double down” on attacks against Russian refineries in response to Moscow’s intensified air campaign. He said Kyiv would focus on strategic targets rather than civilians.
The Ukrainian president also claimed Russia had adopted a new approach aimed at pressuring residents to leave major cities. According to Zelensky, Ukrainian intelligence had obtained documents indicating that Russian attacks could target infrastructure, logistics networks, roads, schools and hospitals. These claims could not be independently verified.
Russia has recently intensified strikes against infrastructure in Kyiv, including bridges spanning the Dnipro River. The attacks have disrupted transportation and daily life in the capital, which has around three million residents.
The Russian Defence Ministry said its recent attacks were retaliation for what Moscow described as Ukrainian strikes on civilian targets inside Russia.
Meanwhile, both Moscow and Kyiv deny deliberately targeting civilians. The latest escalation comes as the two sides continue exchanging long-range strikes, with concerns growing over the impact of the conflict ahead of winter.
