Moscow: Russia has introduced a new immigration pathway aimed at attracting highly skilled foreign professionals, offering fast-track residency and work rights under a special โimpatriateโ status. The programme, launched in April 2026, targets global talent across multiple sectors.
The initiative allows qualified individuals, including scientists, entrepreneurs, researchers, and cultural figures, to settle in Russia through a simplified visa process. According to guidance shared by relevant authorities, Pakistani citizens can also apply if they meet the specified eligibility requirements.
Moreover, the scheme is being implemented under the supervision of the Ministry of Internal Affairs and the Agency for Strategic Initiatives. Officials say the programme forms part of a broader strategy to strengthen economic growth and innovation.
Successful applicants will receive residence permits within 30 days, along with immediate work rights without the need for separate permits. Additionally, they will be exempt from language and history examinations typically required for temporary residency. Family members, including spouses, children, and parents, can also benefit from the same privileges.
Authorities have outlined eight priority categories for eligibility. These include professionals in fields such as information technology, energy, and manufacturing, as well as investors, entrepreneurs, top graduates, and members of recognised academic institutions. Cultural figures, athletes, and individuals contributing to defence sectors are also eligible.
The application process involves three stages, starting with submission through authorised bodies, followed by official verification and final review by a presidential commission. Typically, the process takes between 95 and 125 days.
Experts note that the programme offers new opportunities while requiring compliance with local regulations.
