RAWALPINDI: The Rawalpindi Development Authority ordered a comprehensive inquiry into issues surrounding the Bahria Town Housing Scheme Phase 8 on Monday, following multiple complaints from allottees regarding the non-possession of their plots. The move followed growing concerns from residents who said they had waited for decades without receiving lawful possession.
RDA Director General Kinza Murtaza issued the directive while chairing a meeting at the authorityโs conference room, where affected allottees presented their grievances. Several complainants told officials that they have not been handed over possession of their plots since 2004, despite fulfilling financial and contractual obligations.
Allottees raise financial and legal concerns
During the meeting, allottees also alleged that the housing schemeโs administration demanded an additional Rs1.1 million from them without clear justification. Moreover, they complained about what they described as unprofessional behaviour by certain officials of the scheme.
The complainants further questioned how plots were sold without a valid no-objection certificate, raising doubts about regulatory compliance. They urged the RDA to take strict action to protect buyers and ensure transparency in the projectโs operations.
After reviewing the submissions, the RDA chief sought a detailed explanation from the Bahria Town administration regarding the prolonged delay in granting possession and the deductions reportedly being imposed on allottees. She also instructed officials to compile a factual report based on records and on-ground verification.
Legal action, monitoring to be intensified
Kinza Murtaza directed the RDAโs legal wing to initiate proceedings against those found responsible for violations. These measures include filing prosecutions and registering first information reports against employees involved in unlawful practices, if proven.
She emphasised that safeguarding citizensโ rights remains a top priority for the authority. Furthermore, she warned that no housing scheme would be allowed to operate in violation of applicable laws and regulations.
The director general added that the RDA will continue strict monitoring of housing projects across Rawalpindi to ensure compliance with approved plans, legal requirements, and public-interest safeguards, while assuring allottees of transparent and timely action.
