Russian President Vladimir Putin said that Moscow could use its entire range of weapons if its Baltic exclave of Kaliningrad came under threat.
Speaking at the Valdai Forum in Moscow, Putin said Russia had no plans to attack any country but would respond if it faced aggression.
He warned that international conflicts were likely to continue as global power dynamics undergo major changes. According to Putin, the decline of what he described as Western dominance could eventually contribute to a more stable international environment.
“Regardless of which scenario unfolds globally in the coming years, the continuation of international conflicts is, unfortunately, highly likely,” Putin said.
He attributed the risk partly to ongoing geopolitical shifts, arguing that changes in the international system were encouraging some countries to take greater risks in pursuit of potentially significant gains.
Putin also addressed the possibility of weapons of mass destruction being used in future conflicts. He said there could be no absolute guarantee that such weapons would never be deployed.
“Can we be sure this weapon will never be used? Of course not. We must keep this in mind and avoid it,” he said.
His remarks came amid continued tensions between Russia and Western countries, with Kaliningrad remaining a strategically important Russian territory surrounded by NATO members.
