Russian President Vladimir Putin has proposed a trilateral meeting with US President Donald Trump and Chinese President Xi Jinping to discuss the war in Ukraine. The proposed summit could take place next month on the sidelines of a major regional gathering in China.
According to a report by The Wall Street Journal, Putin raised the idea during a telephone call with Trump on October 9. Diplomatic sources familiar with the discussions provided details of the proposal.
Kremlin Confirms Preliminary Discussions
Kremlin spokesperson Dmitry Peskov confirmed that officials have held preliminary discussions about a possible summit. However, he said the parties have not agreed on a meeting or its agenda.
Peskov noted that all three countries recognise the possibility of such a gathering. Meanwhile, a senior US official said Trump has not formally committed to the proposal.
Nevertheless, Trump may consider the meeting as he seeks progress towards ending the Ukraine conflict.
APEC Summit Could Provide Meeting Venue
Sources cited in the report said Moscow proposed holding the meeting alongside the Asia-Pacific Economic Cooperation (APEC) summit. The event is scheduled for November 18 and 19 in Shenzhen, China.
Russian envoys have also raised the proposal with Chinese officials through diplomatic channels. According to the report, Beijing indicated it would not oppose the meeting if Washington agreed.
A former Russian intelligence officer briefed on the discussions said Putin viewed the proposed format as comparable to the 1945 Yalta Conference. That meeting brought together the leaders of the United States, the Soviet Union and Britain near the end of World War II.
However, the proposed summit remains uncertain, and the three governments have yet to confirm their participation.
Ukraine War Remains Central to Diplomatic Efforts
The proposal comes as Moscow continues to seek a settlement to the war in Ukraine. A meeting involving Russia, the United States and China could create an opportunity to discuss the conflict at the highest diplomatic level.
However, Ukraine’s participation and the details of any potential agreement remain unclear.
The report also linked the proposal to recent US decisions involving Russian energy supplies and sanctions. Trump has reportedly agreed to allow the United States to purchase Russian diesel fuel for distribution across global markets.
In addition, the US president has paused new congressional sanctions on Moscow, according to the report.
For now, the summit remains a proposal rather than a confirmed diplomatic event. Any meeting would depend on agreement from Washington, Moscow and Beijing, as well as decisions about its agenda.
