The Pakistan Telecommunication Authority (PTA) has released its Q4 2025 mobile network benchmarking report. The report was prepared in collaboration with Opensignal. It highlights the performance of major cellular operators across Pakistan.
The study analyzed more than 1.25 billion real-user measurements. Data was collected from smartphone users across 161 districts. The testing period covered 90 days from October 1 to December 29, 2025.
The report evaluated five key performance indicators. These included download speed, upload speed, video experience, games experience, and time on network. The findings show mixed results across operators and cities.
The national average download speed was 18.60 Mbps. On high-end devices, the average increased to 30.80 Mbps. The average upload speed stood at 5.59 Mbps. The overall video experience score was 44.44 out of 100. Games experience averaged 40.26. Users remained connected to mobile networks 93.64 percent of the time nationwide.
PTA stated that the results reflect real-world user experience. Opensignalโs methodology is based on live consumer data rather than controlled lab tests.
Zong 4G Leads in Download and Upload Speeds
Zong 4G emerged as the national leader in download and upload speeds. The operator ranked first in both categories during Q4 2025.
Zong recorded an average download speed of 18.24 Mbps. Jazz followed closely with 17.58 Mbps. Telenor ranked fourth with the lowest download speed of 6.55 Mbps.
In upload speeds, Zong again secured the top position with 7.09 Mbps. Telenor recorded the lowest upload speed at 2.27 Mbps. Jazz secured the runner-up position in upload performance as well.
City-level data showed intense competition between Jazz and Zong. Jazz ranked first for download speeds in Islamabad, Rawalpindi, Peshawar, Quetta, and Faisalabad. Zong led in Lahore, Karachi, Multan, Hyderabad, and Gujranwala.
The highest city-level download speed was recorded in Multan by Zong at 20.63 Mbps. Jazz recorded 20.61 Mbps in Quetta, marking one of the strongest performances in the quarter.
Ufone Dominates Gaming Experience, Zong Wins Availability
In gaming experience, Ufone delivered the strongest results nationwide. It ranked first in nine out of ten major cities. These included Islamabad, Karachi, and Peshawar.
Zong 4G secured the top gaming performance only in Lahore. The results highlight Ufoneโs strength in low-latency and stable connectivity for mobile gamers.
Video experience scores also reflected close competition between Jazz and Zong. Both operators performed strongly across major metropolitan areas.
For network availability, measured as โTime on Network,โ Zong 4G stood out. It ranked first in all ten cities analyzed. Nationally, Zong users were connected 96.47 percent of the time.
In Lahore, Zong achieved the highest availability at 97.82 percent. This indicates strong network coverage and reliability in urban centers.
The PTA report emphasizes that performance varies by city and usage type. While Zong leads in speed and availability, Jazz remains competitive in major cities. Ufone dominates gaming performance in most regions.
The Q4 2025 benchmarking report provides a comprehensive snapshot of Pakistanโs mobile network landscape. It offers valuable insights for consumers comparing mobile operators. The findings also highlight ongoing competition among telecom companies to improve user experience.
