A Kuwaiti-Pakistani businessman is preparing to take a major role at English non-league club Plymouth Parkway FC. His long-term target is the English Football League.
Muizz Ahmed Mirza has signed Heads of Terms with the club through his international education company, MEC Study Group. The agreement begins the process towards a new ownership and operating structure.
Mirza, who was born in Karachi and is based in Kuwait, wants to develop Plymouth Parkway into a professional club. However, he also intends to preserve its identity and strong connection with the local community.
Mirza Sets 10-Year EFL Ambition
Mirza has outlined an ambitious vision for Plymouth Parkway over the next decade. He wants the club to reach the English Football League within 10 years.
“My dream is within the next 10 years to see this club reach the EFL,” Mirza said.
He also plans to make Parkway a full-time club within the next 12 to 18 months. Furthermore, his plans include investment in the academy, infrastructure and stadium facilities.
The proposed development would therefore focus on both the club’s football operations and its wider infrastructure.
Plymouth Parkway’s Place in English Football
Plymouth Parkway was founded in 1988 and plays its home matches at Bolitho Park. The club currently competes in the Southern League Premier Division South.
The division represents the seventh tier of English football. Parkway also sits four divisions below its city neighbours, Plymouth Argyle.
Mirza’s proposed involvement could therefore bring new investment and international connections to a club operating outside England’s professional leagues.
However, the club’s existing identity remains central to the proposed new structure. Plymouth Parkway says the process will continue through due diligence, final agreements and required football approvals.
Education and Football to Come Together
Mirza plans to connect his education business with the football club. His organisation has supported more than 3,000 international students and developed relationships with over 600 university partners worldwide.
Under his plans, education and football could create new opportunities for students. These programmes could allow students to play competitive football while learning about football management and commercial operations.
Therefore, the proposed partnership could extend beyond investment in the team itself. It could also create educational and professional opportunities linked to the football industry.
Protecting Plymouth Parkway’s Local Identity
Despite his plans for expansion, Mirza has stressed that investment should not change the club’s character.
“Plymouth Parkway already has something money cannot create: history, identity, passionate people and a community that cares about its football club,” Mirza said. “My responsibility is not to replace that, but to protect it, build on it and give those people even more reasons to be proud of Parkway.”
Meanwhile, Chairman Mark Russell and Vice-Chairman Gez Baggott said the agreement represents an important step for the club.
They believe the partnership could introduce Parkway to international audiences while keeping the club firmly rooted in Plymouth. The proposed structure also aims to build on the foundations already established by the club.
Opportunities for Pakistani Footballers
Mirza is also exploring possible cooperation with the Pakistan Football League. He said discussions are already underway regarding potential collaboration.
As Plymouth Parkway develops, he wants to create internships and training opportunities for young people from Pakistan. He also sees potential opportunities for students to gain experience at the English club.
Additionally, Mirza wants to create a pathway for a new generation of British-Pakistani footballers. Where possible, the club could help talented players gain exposure and experience within the English football system.
A New Chapter for Plymouth Parkway
The signing of Heads of Terms marks the beginning of the proposed new structure rather than its final completion. Further work must still take place before the arrangement is fully established.
For now, Mirza’s plans combine English football, international education and opportunities for young people. At the centre of his vision is a decade-long ambition to take Plymouth Parkway towards the EFL.
The next stage will determine how the proposed structure develops while the club seeks to retain its history, identity and connection with Plymouth.
