Five-Year Agreement Expands Opportunities for Pakistani Scholars
Pakistan and the United States have renewed their longstanding Fulbright higher education partnership through a new agreement between the Higher Education Commission and the United States Educational Foundation in Pakistan.
The renewed partnership is designed to expand opportunities for Pakistani students, researchers and academics to pursue higher education and professional development in the United States.
The agreement has been described as a five-year arrangement and covers the period from Financial Year 2026-27 through Financial Year 2031-32.
Several major educational exchange programmes will fall under the renewed framework.
These include the Fulbright Master’s and PhD programmes, the Visiting Scholar Programme for postdoctoral researchers, the Foreign Language Teaching Assistant Programme and the Hubert H. Humphrey Fellowship Programme.
The partnership aims to help Pakistani scholars gain advanced academic qualifications, conduct research and develop professional expertise.
Participants are expected to return with skills that can contribute to Pakistan’s universities, research institutions, public sector and wider economy.
The Fulbright scholarship itself covers graduate study at universities across the United States. Support generally includes tuition, required textbooks, airfare, living expenses and health insurance.
66 PhD Scholars Targeted as HEC Commits Major Funding
Under the new agreement, the programme has set a target of supporting 66 PhD scholars over five years.
Additional students and academics will benefit through the other programmes included in the partnership.
The Higher Education Commission will provide at least $4.54 million annually towards the initiative.
HEC’s total financial commitment has been capped at Rs6.48 billion over the stated five-year period.
The agreed funding schedule provides for $2 million to be released by June 30 and another $2 million by January 31.
The remaining annual balance is scheduled for payment by April 30, subject to the timely availability of government funds.
Any interest generated from HEC funds being held by USEFP will be reinvested into student grants.
This arrangement is intended to ensure that available resources continue supporting Pakistani scholarship recipients rather than being redirected elsewhere.
The selection process will remain based on merit.
According to the announced framework, there will be no fixed quota for a particular region, group or category.
HEC will participate directly in selection panels and will also help identify priority academic fields linked with Pakistan’s development and national requirements.
The arrangement represents an important change in oversight because HEC will have a formal role in helping determine fields considered strategically important for Pakistan.
These could include areas connected with science, technology, research, human capital and other national priorities.
The Fulbright Master’s and PhD programme generally accepts applicants from most academic disciplines, with clinical medicine excluded.
Partnership Builds on Decade of Pakistan-US Education Cooperation
The latest agreement represents the third phase of Fulbright-HEC cooperation.
The original Fulbright-HEC PhD partnership was signed in February 2016.
Under that initiative, approximately $25.786 million was committed to support 125 Pakistani scholars during the 2016-2020 period.
A further agreement was signed in 2021 to support another 125 Pakistani PhD students in the United States.
That arrangement envisioned 25 HEC-supported PhD scholarships annually for five years, with the Government of Pakistan contributing $5 million annually.
The broader programme has become one of the most significant educational links between Pakistan and the United States.
USEFP says nearly 3,000 Pakistanis have received Fulbright scholarships since 2005 under the expanded programme.
For the 2026 academic cycle alone, the US government awarded Fulbright scholarships to 85 Pakistani students and researchers.
That group included 71 Master’s students and 14 PhD scholars from different provinces and academic fields.
The renewed agreement will also introduce stronger monitoring and financial oversight.
A Joint Review Committee comprising representatives of the participating institutions will meet twice each year to assess the programme’s progress and impact.
USEFP will provide HEC with annual audited financial statements, while relevant financial and programme records will remain available for official review.
Both organisations also plan to expand awareness campaigns across Pakistan.
HEC’s network of universities and higher education institutions will be used to increase awareness of scholarship and international academic opportunities.
The agreement also leaves room for future cooperation involving faculty exchanges, university administrators and other academic initiatives.
The renewed Fulbright partnership comes as Pakistan seeks to strengthen research capacity, develop highly skilled professionals and improve connections between local universities and international academic institutions.
For both countries, the latest agreement extends an educational relationship that has become an important part of broader Pakistan-US cooperation.
