Strategic partnership aims to strengthen renewable energy and institutional capacity
ISLAMABAD: Pakistan and Denmark on Wednesday signed a memorandum of understanding (MoU) to officially launch the Strategic Sector Cooperation (SSC) Programme, a government-to-government initiative designed to accelerate Pakistan’s transition toward clean energy and strengthen climate mitigation efforts.
Power Division Secretary Dr. Fakhre Alam Irfan signed the agreement on behalf of Pakistan, while Danish Ambassador Maja Derrous Mortensen represented Denmark during the ceremony. Federal Minister for Energy (Power Division) Sardar Awais Ahmed Khan Leghari witnessed the signing, according to an official statement issued by the ministry.
Under the new partnership, Danish energy experts will provide technical assistance to Pakistan’s federal energy institutions, supporting the development of low-carbon strategies and cost-effective implementation of the country’s Nationally Determined Contribution (NDC) commitments under international climate agreements.
Programme targets long-term energy reforms
The SSC Programme will focus on three priority areas: long-term energy planning, integration of renewable energy into the national power system, and improvements in industrial energy efficiency.
The initiative will also strengthen institutional capacity across key organizations, including the Independent System and Market Operator (ISMO), National Grid Company (NGC), National Energy Efficiency and Conservation Authority (NEECA), National Electric Power Regulatory Authority (NEPRA), Power Planning and Monitoring Company (PPMC), and the Private Power and Infrastructure Board (PPIB).
The programme will be jointly implemented by the Danish Energy Agency, the Embassy of Denmark in Islamabad and Pakistan’s Power Division.
Partnership builds on previous cooperation
The latest agreement expands cooperation established under the Danish Energy Transition Initiative (DETI), which operated between 2021 and 2025. That programme provided technical expertise, institutional support and professional training for Pakistan’s energy sector.
During the earlier initiative, Pakistani officials participated in specialized study visits to Denmark, while GreenTech events held in Karachi and Lahore promoted knowledge exchange, innovation and sustainable energy technologies.
Officials from both countries said the new programme is expected to enhance Pakistan’s clean energy transition, improve energy efficiency and strengthen long-term planning to support sustainable economic growth and climate resilience.
