Pakistan and Ethiopia have discussed a proposed framework to strengthen cooperation in education, research and skills development. Federal Minister for Education and Professional Training Dr Khalid Maqbool Siddiqui met Ethiopian Ambassador Dr Oumer Hussien Oba in Islamabad on October 9 to explore opportunities for collaboration.
The discussions focused on a draft Memorandum of Understanding (MoU) covering higher education, technical and vocational training, STEAM education and institutional partnerships. Pakistan shared the draft agreement with Ethiopia through diplomatic channels in December 2025.
Draft MoU Focuses on Academic Collaboration
During the meeting, Siddiqui welcomed an update on the draft agreement and said Pakistan was ready to consider Ethiopia’s recommendations. He proposed appointing focal persons from both countries to resolve outstanding issues before finalising and signing the MoU.
Moreover, the minister highlighted opportunities for universities and research institutions to organise joint seminars, workshops, webinars and academic exchanges. These initiatives could encourage visiting scholars, student networking, research collaboration and the sharing of educational resources.
Siddiqui also stressed the importance of technical and vocational education and training. He highlighted Pakistan’s National Vocational and Technical Training Commission (NAVTTC) as a potential partner for exchanging expertise in skills development, competency standards and industry-focused training.
Both Countries Explore Skills and STEAM Education
The two sides also discussed science, technology, engineering, arts and mathematics (STEAM) education. They expressed interest in sharing teaching resources, research practices and interdisciplinary learning approaches to support innovation and improve educational outcomes.
Furthermore, Siddiqui said cooperation could help align vocational training with emerging labour-market needs and employment opportunities. Stronger institutional links could also expand academic exposure for students and strengthen professional development for teachers.
Ambassador Oba welcomed the discussions and reaffirmed Ethiopia’s commitment to strengthening bilateral relations through education and research. Both countries agreed to advance the proposed framework and identify practical areas for cooperation.
Pakistan and Ethiopia established diplomatic relations in 1973, while Ethiopia opened its embassy in Islamabad in 2022. The proposed agreement aims to build on these longstanding ties through stronger educational partnerships.
