ISLAMABAD: The Federal Investigation Agency (FIA) Anti-Human Trafficking Circle has arrested Mubina Qasim, chairperson of an unregistered NGO, for allegedly smuggling orphaned children abroad under the pretense of running a welfare organization.
Her arrest followed the rejection of her pre-arrest bail, with authorities acting on a formal complaint filed by the US Consulate General in Karachi.
Alleged Child Trafficking Through Fake Adoptions
According to the First Information Report (FIR), Qasim headed an NGO named Hope, which allegedly trafficked at least 23 orphaned children between 2006 and 2015. These children were handed over to families in the United States, United Kingdom, Canada, United Arab Emirates, and Karachi under the guise of adoption.
Although it claimed to be a charitable organization, Hope was never registered with the Sindh Social Welfare Department and lacked a licensed shelter to house children, raising serious concerns over its operations.
Use of Forged Documents
FIA officials revealed that Qasim used forged documents, including fake guardianship papers and altered medical records, to process US visa applications for the children. The FIR also notes that many of the children were found abandoned near hospitals and were then transferred to families through the NGO’s internal network.
Investigation Triggered by US Consulate
The US Consulate alerted Pakistani authorities after detecting irregularities in adoption cases involving children linked to Hope, which prompted the FIA to open an investigation.
Following the rejection of her bail plea, Qasim was taken into custody for further questioning. FIA officials noted that additional arrests may follow as the investigation progresses.
Children Allegedly Subjected to Neglect
In addition to trafficking allegations, the FIR states that children under Hope’s care were fed leftover or second-hand food and denied access to adequate shelter—further exposing them to neglect and abuse. Philanthropists have expressed shock over the serious allegations of children’s smuggling by the unregistered NGO and the arrest of its chairperson, Mubina Qureshi.
