ISLAMABAD: Massage chairs, foot massagers, massage guns and other body-massage equipment are set to become more expensive in Pakistan after the Federal Board of Revenue (FBR) increased their customs values at the import stage.
The revised values will be used to calculate customs duties and taxes on imported massage equipment. The Directorate General of Customs Valuation in Karachi issued a new valuation ruling after examining import records, market information, product specifications and prevailing prices.
Officials said the earlier valuation ruling had been withdrawn following changes in measurement units under different Pakistan Customs Tariff headings. Meanwhile, imported products have undergone significant changes in technology, models, specifications and features.
The valuation authority also identified notable differences between declared import values and assessed values. As a result, officials reviewed import records and submissions from stakeholders before establishing new valuation categories.
Representatives of Healthy Space (Private) Limited, an importer of ZERO-brand massage chairs, also participated in the valuation process. The company said most of its imported chairs were basic, low-end models and provided documents regarding their weight.
The Directorate noted that massage chairs now come with different technologies, including 3D and 4D systems. It said customs officials would consider the actual model, technology, specifications and features rather than relying solely on brand names.
Officials also conducted surveys of retail outlets and showrooms. They found that massage equipment is mainly sold through brand outlets, showrooms and official websites instead of traditional wholesale markets.
Based on import data, retail and online prices, market surveys and technical specifications, the products have been divided into six categories: basic or 2D massage chairs, 3D chairs, 4D chairs, foot massagers, massage guns and other body-massage equipment.
