Türkiye has clarified that the Mecca Joint Defence Agreement with Saudi Arabia and Pakistan focuses on mutual defence and does not permit offensive military operations against other countries.
Foreign Minister Hakan Fidan said on Thursday that Türkiye had completed preparations to submit the agreement to parliament for approval. He added that Ankara intended to forward the pact to lawmakers as soon as possible following a final briefing to President Recep Tayyip Erdogan.
Fidan explained that participating countries would support one another if a member faced an attack. However, he stressed that Türkiye would not send troops into another country to launch offensive operations.
The agreement’s implementation gained momentum following attacks targeting Saudi Arabia. Fidan said Türkiye and Pakistan had discussed possible defensive assistance to Riyadh against attacks by Yemen’s Houthi group, while emphasising the importance of pursuing peace through dialogue.
Meanwhile, Fidan warned against the Russia-Ukraine conflict spreading into the Black Sea, citing growing risks to maritime security, commercial shipping and regional stability. He also highlighted concerns about attacks affecting Turkish-owned vessels and grain shipments.
Regarding Gaza, Fidan reaffirmed Türkiye’s diplomatic efforts to support a lasting settlement. He called for increased humanitarian assistance, Palestinian administrative involvement and the deployment of an international stabilisation force.
He also expressed concern over developments in the occupied West Bank and tensions surrounding Al-Aqsa Mosque, stressing the need for sustained diplomatic engagement.
