Sources within the security apparatus have clarified that the Vision Azm-i-Istehkaam counterterrorism campaign has been misinterpreted, amid mixed statements from ministers suggesting potential military operations in Balochistan and Khyber Pakhtunkhwa. The campaign will not involve a military operation or the eviction of people from their homes. Instead, its purpose is to reinvigorate the National Action Plan (NAP).
Prime Minister Shehbaz Sharif clarified earlier this week that Vision Azm-i-Istehkam aims to intensify ongoing intelligence-based operations rather than initiating a “new and organized” military offensive. Defence Minister Khawaja Asif also emphasized that the operation would be intelligence-based, differing from previous operations that led to mass displacement.
Sources elaborated that the campaign is a continuation of the NAP, focused on formulating a multilateral policy to prevent terrorism, curb drug smuggling, and ensure stringent legislation for prosecuting terrorists. They highlighted that money from drug smuggling and human trafficking is being used to finance terrorism, and negotiations with these terrorists, who are extremists, are not possible.
The campaign aims to root out smuggling and drug trafficking. Effective strategies are necessary for lasting peace, as daily smuggling includes six million liters of oil from Iran (down from 12 million liters previously) and three tons of drugs being seized. Such illegal income sources are funding terrorist activities, with the illicit tobacco industry also significantly damaging the national economy.
These clarifications underscore that Vision Azm-i-Istehkaam is focused on intelligence-based strategies and stringent measures to disrupt the financial networks supporting terrorism, rather than large-scale military operations.
