Utility Stores Corporation Halts Sugar Sales Amid New Tax Dispute

ISLAMABAD: The Utility Stores Corporation (USC) has ceased the sale of sugar under the Prime Minister’s Relief Package across Pakistan. This decision follows the introduction of a Federal Excise Duty (FED) of Rs 15 per kilogram of sugar.

A USC spokesperson explained that the corporation is seeking clarification from the Federal Board of Revenue (FBR) regarding the new tax. While the USC has an adequate stock of sugar, it has suspended sales until the FBR provides clear directives on the implementation of the FED.

The price of sugar is currently set at Rs 109 per kilogram for consumers under the Benazir Income Support Programme (BISP), while the general public pays Rs 155 per kilogram. The suspension of sales affects both these categories, though the corporation has promised to resume sales promptly once the FBR’s clarification is received.

Earlier reports indicated that the USC had procured 10,000 metric tonnes of sugar at a rate of Rs 141.20 per kilogram. This procurement was part of a larger tender for 45,000 metric tonnes, with 40,000 metric tonnes ultimately being secured.

In the budget, Rs 65 billion was allocated for the Prime Minister’s and Ramadan relief packages. Out of this, Rs 10 billion was earmarked for the PM’s Ramadan Relief Package, while the remaining Rs 55 billion was designated for the PM’s Relief Package. Additionally, Rs 35 billion was allocated for the PM’s package for the current financial year.

The halt in sugar sales has caused concern among consumers who rely on subsidized prices, particularly during the Ramadan season. The outcome of the FBR’s clarification will be pivotal in determining when and how sugar sales will resume under the relief package.
