Lahore High Court Unveils Extensive Reforms to Improve Public Service Delivery

The Lahore High Court has introduced a comprehensive set of reforms aimed at modernizing public service delivery, enhancing judicial efficiency, and implementing IT-based initiatives, as per an official statement issued recently. These reforms, announced during a meeting chaired by acting Chief Justice Shujaat Ali Khan, involved the participation of district and sessions judges from Punjab via video link, along with several key officials.

Key reforms include improving judicial operations, providing better amenities for lawyers and litigants, and ensuring the welfare of judges, court staff, and the public. Initiatives such as establishing comfortable waiting areas and clean restroom facilities, generating QR-coded documents for easy access to judgments, and integrating an online complaint system via a mobile application were emphasized. The creation of an “Adlia Sahulat Centre” aims to streamline services for lawyers and litigants, offering facilities like case filing, early hearing applications, and digital document services.

Additionally, efforts were outlined to enhance coordination with the Bar, including welfare measures for judges and court staff, such as implementing a Human Resource Management System (HRMS) and facilitating health screenings and vaccinations. Institutional improvements will prioritize courts handling gender-based violence and cases involving overseas Pakistanis, along with training programs for judicial officers on alternative dispute resolution (ADR) and mediation.

The reforms also focus on transitioning towards a paperless environment and integrating IT solutions, including Artificial Intelligence (AI), to improve case supervision and management. Plans include establishing Alternate Dispute Resolution (ADR) centers, upgrading Case Management Systems (CMS), and ensuring energy conservation through solar technology.

Lastly, measures were highlighted to ensure security at court premises and residences of judicial officers, alongside recognition programs for outstanding judicial performance. These reforms aim to significantly enhance the efficiency and accessibility of the judicial system in Lahore and beyond.
