ISLAMABAD: Higher Education Commission (HEC) has now prohibited Universities from entering into direct agreements with international Non-Governmental Organizations (NGOs).
In a letter addressed to Vice Chancellors and heads of educational institutes, Chairman HEC Dr. Mukhtar Malik has prohibited universities from entering contracts with international NGOs without prior permission from the foreign ministry.
He highlighted that universities’ engagement with international organizations on sensitive and political issues negatively impacts Pakistan’s image.
Earlier, the federal cabinet granted approval to the Higher Education Commission (HEC) Amendment Bill 2023. As a result of this amendment, the prime minister now holds controlling authority over the Higher Education Commission and has the power to remove an HEC chairman before their employment term expires.
Prior to the amendment, the HEC chairman was solely accountable to the federal government’s chief executive.

Meanwhile, the primary motivation behind this initiative is to establish educational opportunities for international students pursuing master’s or PhD degrees.
The goal is to promote the eductional opportunities for researchers also.
Interested individuals should submit their applications for this program to the Swiss embassy by the deadline of September 30th.
