The Khyber Pakhtunkhwa government has approved a significant policy amendment to support families of civil servants martyred in terrorist attacks. Under the revised KP Civil Servants Appointment Rules, the son or widow of a martyred government employee will now be eligible for special recruitment. The move aims to ensure immediate financial relief for families who lose their primary breadwinner to terrorism.
New Rule Enables Direct Recruitment for Eligible Family Members
The amendments, introduced under Section 26 of the KP Civil Servants Act, 1973, were issued following directives from the chief minister and officially notified by the Establishment Department.
A new clause, Rule 10 (3A), grants the appointing authority the power to directly recruit one child of a martyred civil servant. If the child is underage, the widow becomes eligible for the appointment. In cases where the martyred employee had two widows, preference will be given to the elder widow.
Eligible candidates will be recruited against Provincial cadre posts from BPS-3 to BPS-11, and District cadre posts from BPS-3 to BPS-12, provided they meet the required qualifications.
Vacancy-Based Appointments and Clear Exclusions
Appointments will depend on the availability of posts. If multiple vacancies exist, the eligible candidate may be placed in the highest pay scale for which they qualify.
However, the notification clearly states that this special recruitment policy does not apply to positions under the Public Service Commission, maintaining the commission’s separate and competitive process.
The decision has been widely welcomed as a compassionate and much-needed step. It recognises the sacrifice of martyred government employees and provides their families with a practical path toward financial stability and long-term support.
