ISLAMABAD: Construction on the under-construction 10th Avenue in Islamabad has slowed significantly after the federal government stopped releasing funds. The Capital Development Authority (CDA) has also failed to secure alternative financing to continue uninterrupted work.
Project Background and Progress
The 10th Avenue project, launched in 2022 under the Public Sector Development Programme (PSDP), carried an estimated cost of Rs. 10.2 billion. Initially, the project was scheduled for completion in March 2024. However, the government has released only Rs. 4 billion so far, which accounts for less than half of the required funding. As a result, nearly 48 percent of the total work has been completed to date.
Completed Sections and Challenges
Officials confirmed that earthwork from IJP Road to H-9 is finished, and two bridges are already operational. Nevertheless, several unfinished structures remain exposed and are deteriorating due to prolonged delays. These unfinished components risk higher repair costs if the project continues to stall.
Residents Express Concerns
Residents of nearby sectors voiced strong concerns over the delays, highlighting that 10th Avenue is part of Islamabad’s master plan. They stressed the road’s importance in reducing traffic congestion across the capital. Frustration is growing, as expectations for relief from traffic jams remain unmet due to halted progress.
Budget Exclusion Adds to Uncertainty
The federal government excluded the 10th Avenue project from the 2025–26 budget, creating additional uncertainty. Authorities expected the CDA to use its own resources for the project. However, no significant progress has been achieved on arranging fresh financing.
CDA Stance on Construction Quality
A CDA spokesperson assured that efforts are ongoing to maintain construction quality. However, the spokesperson admitted that timely release of funds is critical. Without immediate financial support, the completion of the project will likely face long-term setbacks.
