The Metropolitan Corporation Islamabad (MCI) plans to spend Rs. 1 billion on city decoration, branding and event management despite recent austerity measures announced by Prime Minister Shehbaz Sharif.
The allocation will cover outdoor branding and event-related services throughout the year. Authorities will use the services to welcome national and international dignitaries and mark important national days in the federal capital.
MCI Plans Year-Round Branding Services
The Directorate of Municipal Administration (DMA) manages decoration and event activities in Islamabad, particularly during national celebrations and visits by foreign leaders and other dignitaries.
Previously, civic authorities hired private contractors separately for individual events, often resulting in delays. However, the Capital Development Authority (CDA) Finance Wing has now allocated Rs1 billion to the DMA for year-round services.
The CDA provides funds to the MCI on a loan basis and meets its financial requirements through the Finance Wing. Meanwhile, the DMA has floated a rate-running contract to procure branding and event management services.
Procurement Process Set For Two Years
Officials will follow a single-stage, two-envelope procurement process. They will first evaluate technical bids before opening financial bids submitted by firms that meet the technical requirements.
MCI Deputy Director General Tariq Latif said authorities spent Rs. 600 million on city branding and related services last year. He attributed the higher allocation to inflation and the expected increase in international events across the country.
According to Latif, the lowest bidder will handle outdoor branding, event management and related services. The contract will remain valid for two years and may receive a one-year extension.
Latif said completing the procurement process would improve transparency and help authorities avoid unnecessary delays. The arrangement will allow the MCI to manage decoration and event requirements through a year-round contract.
