Imported almonds are set to become more expensive in Pakistan after the Federal Board of Revenue revised their customs values. The FBR increased values for shelled and soft-shell almonds while reducing the valuation for hard-shell varieties under a new ruling.
The Directorate General of Customs Valuation Karachi issued Valuation Ruling No. 2111/2026, replacing the previous valuation framework introduced in April. The latest ruling applies to almond imports from all countries and follows a fresh review of market conditions and import data.
FBR Revises Almond Customs Values
Under the revised valuation, shelled almonds now carry a customs value of $3.81 per kilogram, compared with $3 previously. Meanwhile, the value of soft-shell almonds increased slightly from $2.14 to $2.19 per kilogram.
However, the customs value for hard-shell almonds dropped considerably from $1.95 to $1.41 per kilogram. As a result, importers will face different valuation changes depending on the type of almonds they bring into the country.
The new ruling followed a fresh valuation exercise after an earlier ruling was set aside. Officials examined domestic market prices, importer and seller margins, international prices, and supporting import documents before determining the revised values.
New Rules Cover Value-Added Almonds
Furthermore, the FBR increased customs values for value-added almonds, including roasted and salted varieties, by 15 percent. The ruling also provides specific adjustments for almonds transported through land and air routes.
The Directorate consulted importers and industry representatives during the review process. The Pakistan Kiryana Merchants Association opposed another increase and submitted invoices and overseas documents, while authorities proceeded after examining available evidence and conducting a market survey.
The revised valuation is expected to affect import costs and could eventually influence retail prices of imported almonds across Pakistan.
