The Higher Education Commission (HEC) has cautioned Pakistanโs National Assembly and Senate against passing legislation to establish universities without prior approval from the commission.
HEC Chairman Niaz Ahmad Akhtar emphasized that all proposals to create higher education institutions must first be reviewed by the regulatory body. This process ensures compliance with national education standards, maintains academic quality, and prevents operational complications after legislation.
Importance of Prior Approval
The commission highlighted that some universities were previously established through legislative acts without undergoing technical evaluation by HEC. As a result, many institutions faced delays in launching academic programs due to shortages of qualified faculty, incomplete infrastructure, limited funding, and governance challenges.
โPrior clearance is critical to verify that institutions meet minimum academic standards before granting degree-awarding status,โ Akhtar stated. This step aligns new universities with the national regulatory framework and strengthens the overall quality of higher education in Pakistan.
Guidelines for University Establishment
The HEC reminded lawmakers that federal cabinet-approved guidelines mandate feasibility assessments, infrastructure inspections, faculty verification, and governance review before a university charter is issued. These measures help ensure that new institutions can operate effectively and sustain high-quality academic programs.
By following these steps, universities can avoid the challenges faced by earlier institutions, which often struggled to establish proper governance and maintain academic integrity.
National Skill Competency Test Launched
Separately, the HEC announced the launch of a National Skill Competency Test for IT graduates. Developed on the prime ministerโs directives, this initiative is a joint effort with the Ministry of Information Technology and Telecommunication, Pakistan Software Export Board, and Pakistan Software Houses Association.
The test aims to enhance employability and industry readiness among IT graduates, providing a standardized measure of technical skills and competency.
Conclusion
The HECโs guidance underscores the importance of regulatory oversight in Pakistanโs higher education sector. Ensuring prior approval before establishing universities protects students, faculty, and the integrity of academic programs, while initiatives like the National Skill Competency Test strengthen graduate employability in key industries.
