ISLAMABAD: The federal government paid Rs2.935 trillion to power producers during the first 11 months of fiscal year 2025-26, according to Ministry of Energy documents.
The payments covered electricity generated from July 2025 through May 2026, while billing for June 2026 has yet to be completed.
Moreover, the Ministry of Energy clarified that the government did not make payments at rates exceeding those determined by the National Electric Power Regulatory Authority or specified under agreements with power producers.
Coal and RLNG Plants Receive Largest Payments
Hydropower plants generated 34,234 gigawatt-hours during the period and received Rs375.04 billion. Meanwhile, nuclear plants produced 21,031 GWh, with payments reaching Rs469.44 billion.
Imported coal-based plants generated 12,048 GWh and received Rs637.91 billion, representing the largest payment among the listed generation sources.
Additionally, RLNG-based plants produced 16,097 GWh and received Rs527.10 billion.
Gas-fired plants generated 10,588 GWh, while the government paid them Rs200.84 billion during the 11-month period.
Wind, Solar and Bagasse Add to Generation Mix
Wind power plants generated 3,804 GWh and received Rs144.43 billion. Solar plants, meanwhile, produced 1,074 GWh, with payments totalling Rs36.51 billion.
Furthermore, bagasse-based plants generated 714 GWh and received Rs14.82 billion.
The figures provide a breakdown of electricity generation and payments across several major sources during the first 11 months of FY2025-26.
However, the data does not yet represent the complete fiscal-year position because billing for June remains outstanding.
Consequently, the final payment figure for the entire 2025-26 fiscal year will become available once authorities complete and incorporate June billing into the overall accounts.
