The federal government has appointed Dr Muhammad Fakhr Alam Irfan as the new chief secretary of Khyber Pakhtunkhwa, following the imposition of emergency rule in the province on Sunday.
An official notification issued on October 11 confirmed that the appointment took effect immediately and would remain in force until further orders. Irfan, a Grade 22 officer of the Pakistan Administrative Service (PAS), previously served as secretary of the Power Division under the federal Ministry of Energy.
He belongs to Mardan district in Khyber Pakhtunkhwa and brings extensive experience in public administration to his new position.
Outgoing Chief Secretary Directed To Report
The federal government has removed Shahab Ali Shah from the position of KP chief secretary and directed him to report to the Establishment Division immediately.
The administrative changes followed President Asif Ali Zardari’s approval of emergency measures in the province under Articles 232 and 234 of the Constitution. The move placed the provincial administration under federal authority amid growing political tensions and concerns over the security situation.
The federal government said the emergency decision was necessary because of what it described as the provincial administration’s disengagement from counterterrorism efforts.
Additional Officers Transferred To KP Government
The federal government has also transferred several civil servants to support administrative arrangements in the province.
Muhammad Yahya Akhunzada, a Grade 20 PAS officer who previously served as additional secretary at the Prime Minister’s Office, has been assigned to the KP government until further orders under Section 10 of the Civil Servants Act, 1973.
Akhunzada has previously held several senior positions, including additional political agent for South and North Waziristan, provincial secretary for health, information and education, and commissioner of Dera Ismail Khan.
Additionally, Khawaja Muhammad Sikandar Zeeshan, a Grade 19 officer serving in Punjab, has been transferred to the KP government. Aurangzeb Badini, a Grade 18 officer posted at the National Institute of Public Administration in Quetta, has also been assigned to the provincial administration.
The Establishment Division has issued notifications confirming the transfers and appointments, marking a significant administrative reshuffle in Khyber Pakhtunkhwa.
