The Federal Board of Revenue (FBR) has issued a final warning to 16 senior officers, directing them to declare foreign citizenship or permanent residency or face action.
According to internal documents, the officers were initially asked on June 9 to submit their foreign nationality declarations by July 8. However, several officials failed to meet the deadline, prompting the revenue authority to issue an urgent reminder.
Officers Directed To Submit Declarations
The FBR issued a “most immediate” circular on September 1, directing the non-compliant officers to submit their foreign nationality declarations without further delay.
The move follows the introduction of new rules governing the disclosure of foreign nationality among civil servants. Officials who have dual citizenship, green cards or foreign permanent residency are required to disclose their status under the applicable regulations.
The latest directive signals that the FBR is moving toward stricter enforcement against officers who have not completed the required declarations.
New Rules Set 90-Day Deadline
Under the Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026, notified through Establishment Division S.R.O. No. 893(I)/2026 on June 1, all civil servants must disclose foreign citizenship, green cards or permanent residency within 90 days.
The rules are intended to establish greater transparency regarding foreign nationality and residency among government employees. Consequently, officers who fail to comply with the disclosure requirements could face action under the applicable regulations.
The FBR’s latest circular gives the 16 officers another opportunity to complete the mandatory process. However, the agency has stressed the urgency of submitting the required declarations.
The development comes as government institutions strengthen compliance mechanisms for civil servants holding foreign nationality or residency rights.
