Mandatory Course Required for Grade 21 Promotion
The Establishment Division has nominated 29 senior government officers for the National Security and War Course. The course is a mandatory training programme for promotion from Grade 20 to Grade 21.
According to official details, the course will be held at the National Defence University in Islamabad. It will begin on August 10, 2026, and continue until January 3, 2027.
The National Security and War Course is considered one of Pakistanโs most important senior-level training programmes. It is designed for officers serving in federal and provincial departments, diplomatic missions, law enforcement agencies, and key public institutions.
Officers Selected from Civil Service and Police
Several officers from the Pakistan Administrative Service have been nominated for the course. They include Commissioner Lahore Division Maryam Khan, Principal Secretary to the Sindh Chief Minister Muhammad Fayyaz Ahmed Jatoi, and Secretary Mines and Minerals Sindh Raja Shah Zaman Khuhro.
Other nominees from the same service include senior officers serving in Khyber Pakhtunkhwa, Balochistan, and Sindh.
From the Police Service of Pakistan and law enforcement agencies, the selected officers include senior officials from FIA, National Highways and Motorway Police, Pakistan Railways Police, and Karachi Police.
Officers from the Secretariat Group, Foreign Service of Pakistan, Inland Revenue Service, Customs, Pakistan Audit and Accounts Service, NAB, FPSC, and the Ministry of Planning have also been nominated.
The selected diplomats include Pakistanโs ambassadors and senior officials posted in Tashkent, Geneva, Buenos Aires, and Yangon.
Officers Directed to Report in August
The Establishment Division has directed all nominated officers to submit their availability certificates by June 19, 2026.
The officers have also been instructed to report to the National Defence University at 10 a.m. on August 8, 2026. This will be two days before the formal start of the course.
The participation fee has been fixed at Rs2,169,462 per officer. The cost will be paid either by the Establishment Division or by the officerโs parent department or institution.
The notification said all rules and instructions related to the course must be followed strictly. It also warned that departmental action could be taken in case of any violation.
The course focuses on national security, governance, strategic affairs, public policy, and decision-making. It brings together senior officials from different sectors to prepare them for leadership roles at the highest level of public service.
