ISLAMABAD: The Election Commission of Pakistan (ECP) has proposed amending the Election Rules 2017 to strengthen scrutiny of lawmakers’ annual asset and liability declarations.
According to a draft amendment, the ECP plans to insert a new proviso into Rule 137 of the Election Rules 2017. Consequently, the commission would gain authority to seek clarifications whenever it identifies ambiguities in submitted statements.
Under the proposed amendment, the ECP could directly approach members of Parliament and provincial assemblies for additional information. Moreover, it could also request relevant details from government departments, organizations, and financial institutions.
The proposal requires every individual or institution contacted by the commission to respond within the timeframe specified by the ECP. Therefore, authorities would need to provide the requested information without unnecessary delays.
The commission said the amendment is necessary under the present circumstances. Accordingly, it has published the draft to invite feedback from stakeholders and the general public.
Interested individuals and organizations may submit objections or suggestions to the ECP Secretariat in Islamabad until August 15, 2026. Afterward, the commission will examine the proposals before reaching a final decision.
The ECP also stated that it will hear objectors before approving any amendment. This process aims to ensure transparency and allow stakeholders to present their views.
The proposed amendment has been issued under Section 239 of the Elections Act, 2017. That provision authorizes the commission to amend the Election Rules whenever required.
If approved, the amendment will enhance the ECP’s ability to verify lawmakers’ annual wealth declarations. Furthermore, it will enable the commission to obtain relevant financial information directly from concerned entities, strengthening accountability and improving oversight of asset disclosures.
