The Capital Development Authority (CDA) has directed its estate and engineering divisions to begin handing over plots in newly developed sectors. This move aims to unlock stalled residential land and meet Islamabad’s increasing housing needs.
Chairman Muhammad Ali Randhawa issued these instructions while reviewing progress on sector development works at CDA Headquarters. The meeting included CDA Board members, the Deputy Commissioner of Islamabad, and senior officials from planning, engineering, environment, and estate departments.
Progress in Key Residential Sectors
Officials briefed the chairman on ongoing infrastructure projects across Islamabad’s major residential sectors:

Sector C-14: Road surfacing, horticulture, and internal electrification are progressing well. Remaining tasks such as streetlights, water supply, drainage, and beautification have been prioritized.

Sector C-15: Sub-base work on multiple roads has been completed, and remaining contracts awarded. Road infrastructure is expected to be finished by March next year.

Sector E-12: Construction continues in sub-sectors 2 and 3, while tendering for sub-sector 4 is nearing finalization.

Sector I-12: Surfacing work is expected to be completed within the current month.
The chairman emphasized that officers should remain physically present in the field to ensure quality construction and adherence to timelines.
CDA Focus on Allottees and Housing Supply
Randhawa stated that allottees waiting for years must now receive possession without further delays. He highlighted that CDA’s focus is on expanding residential supply to support Islamabad’s growing housing demand.
In addition, he approved the formation of two working groups: one to accelerate development in ongoing sectors and another to prepare a rehabilitation and upgradation plan for older residential areas.
These initiatives reflect CDA’s commitment to enhancing Islamabad’s housing infrastructure while ensuring timely delivery and improved living standards for residents.
Boosting Islamabad’s Residential Growth
By prioritizing possession handovers and infrastructure completion, CDA is actively reducing delays in residential projects. This strategy is expected to increase the availability of housing units, improve sector planning, and enhance the overall quality of life for residents.
The authority’s continued efforts also demonstrate a clear approach to modernizing Islamabad’s residential sectors while addressing the backlog of pending allotments.
