The Capital Development Authority (CDA) has issued a formal demolition notice to sponsors of Ghouri Town Phase 7. The housing project is located along Islamabad Highway. Authorities observed alleged unauthorized development and construction activities at the site.
The notice, dated February 24, 2026, was issued under the CDA Ordinance 1960 and ICT Zoning Regulations. It addresses violations detected during a site inspection by the Regional Planning Wing.
Officials reported that structures and land development works were being carried out in clear violation of zoning and building control rules. Consequently, the CDA directed project sponsors to remove the illegal structures and halt land use immediately.
Compliance Deadline and Legal Consequences
The CDA has given sponsors 15 days to comply with the demolition order. Failure to act will result in enforcement through law enforcement agencies. Additionally, all demolition costs will be recovered from the project sponsors.
To ensure compliance, the Deputy Commissioner Islamabad has been asked to coordinate with the relevant magistrate. The Tehsildar ICT has been instructed to halt land registration or mutation processes for the unauthorized properties.
Multi-Departmental Legal Action
Various CDA departments, including enforcement, building control, and municipal administration, have been directed to initiate legal proceedings against the sponsors. The proceedings will follow provisions under the ICT Zoning Regulations and CDA Ordinance.
Authorities are also monitoring the site to prevent further encroachments. Environmental and landscape preservation laws are being enforced to maintain compliance with ecological standards.
Utility Restrictions and Public Awareness
Utility companies, including Islamabad Electric Supply Company, Sui Northern Gas Pipelines Limited, and Pakistan Telecommunication Company Limited, have been instructed not to provide service connections to unauthorized structures.
The CDA has also emphasized raising public awareness. Advertising and promotions of private housing projects lacking prior approval from the authority are being restricted. This measure ensures that prospective buyers are informed about legal approvals before making investments.
