Canada has announced plans that could allow up to 622,000 people to obtain permanent residency in 2027, creating new opportunities for skilled workers, families and eligible temporary residents already living in the country.
The proposed measures were revealed on November 5, 2026, through Canada’s federal budget and its 2027–2029 Immigration Levels Plan. The government aims to address labour shortages while maintaining control over immigration and population growth.

Under the new framework, Canada has established an annual target of 380,000 permanent residents for 2027, 2028 and 2029. However, the upper admission range for 2027 reaches 422,000. An additional temporary initiative could help up to 200,000 people already living in Canada obtain permanent residency by the end of 2027.
Of these additional opportunities, 100,000 are intended for eligible workers and their families, with provincial governments playing an important role. The remaining 100,000 places will focus on humanitarian cases, family reunification and applicants awaiting immigration decisions.
Economic immigration will remain a major priority, accounting for more than 64% of planned permanent resident admissions. Canada is also strengthening pathways through Express Entry and the Provincial Nominee Program.
Meanwhile, the government plans to admit 370,000 new temporary residents annually, including 220,000 foreign workers and up to 150,000 international students.

The announcement could interest Pakistani professionals seeking Canadian residency. However, applicants must meet the eligibility requirements of their chosen immigration programmes.
Importantly, 622,000 is a potential upper figure, not the government’s standard annual target or a guarantee of approvals.
