The source said the proposal outlines a phased transition to a technocratic government while calling for the complete decommissioning of weapons and the dismantling of military infrastructure throughout the Gaza Strip.
According to the source, the framework is based on the principle of “one authority, one law, one weapon,” with no exemptions for specific weapons or individuals. The proposal reportedly envisions the removal of tunnels, weapons depots and production facilities as part of a broader security plan.
The source further claimed that, under the proposal, Hamas would no longer have a governing or military role in Gaza. These claims have not been independently verified, and no final agreement has been announced.
Roadmap tied to phased implementation
The diplomatic source told The Jerusalem Post that the proposed framework is designed around reciprocal implementation rather than mutual trust.
