The Punjab Home Department has issued directives to the city police officer and the deputy commissioner to send notices to the management of Chinese installations (non-CPEC) regarding the disengagement of self-recruited security guards or ensuring their training by government-approved institutions.
Under the directive, project management of non-CPEC installations is given a one-week deadline to either train their security guards from notified training institutions/schools or other law enforcement agencies or remove them. Failure to comply would result in the cancellation of NOCs and sealing/closure of the project sites.
This action follows a joint audit report by the Special Branch Punjab, which highlighted security loopholes, self-recruited guards, and instances of Chinese installations (non-CPEC) without security personnel.
In response to the Home Department’s directives, the deputy commissioner of Rawalpindi has instructed relevant authorities to submit a report on the deployment of private security guards at identified Chinese projects after addressing the identified observations.
The audit report revealed instances of self-recruited guards and installations lacking security personnel. The Home Department has urged swift clearance of verification cases of security guards from notified institutions within a week, failing which NOCs would be revoked and project sites sealed.
Authorities have been instructed to ensure the implementation of decisions taken at a meeting in December 2023 and provide updated compliance status. Verification of security guards from the Special Branch and the hiring of security guards from registered private security companies for installations without security personnel is emphasized.
Warning notices are to be issued to project management to disengage self-recruited security guards promptly. Police and district administration is tasked with ensuring security measures at all CPEC/non-CPEC projects/installations and submitting a compliance report to the Home Department expeditiously.
