The Senate has passed a major bill aimed at curbing witchcraft and sorcery in Pakistan. The legislation proposes strict punishments for those involved in such practices. It includes prison sentences of up to seven years and heavy financial penalties.
The bill amends the Pakistan Penal Code. It introduces a new legal provision to address acts of magic and sorcery. Lawmakers say the move is intended to protect citizens from exploitation and fraud.
The bill was approved during a Senate session on Monday. Several other important legislative measures were also passed during the sitting.
New Section Added to Pakistan Penal Code
Under the new law, Section 297A will be inserted into the Pakistan Penal Code. This section specifically deals with witchcraft, magic, and sorcery. It also covers the promotion and advertisement of such practices.
According to the bill, any person found involved in magic or its publicity will face legal action. The punishment includes imprisonment ranging from six months to seven years. Courts will determine the severity based on the nature of the offence.
The law also targets individuals who disguise these practices as spiritual healing. Those offering black magic or sorcery services under false pretenses will be prosecuted. Advertising such services will also be considered a criminal offence.
In addition to jail time, offenders may face fines. The bill allows courts to impose fines of up to Rs1 million. Lawmakers believe financial penalties will act as a strong deterrent.
Licensed Spiritual Counselling Exempted
The legislation includes an important exemption. It clearly states that licensed spiritual counselling will not fall under the new law. The exemption applies only if the counselling is provided under a licence issued by a competent authority.
This clause aims to prevent misuse of the law. It also protects legitimate spiritual and counselling services. Lawmakers emphasized the need to distinguish between fraud and lawful religious guidance.
Officials said proper licensing will be essential. Authorities will be responsible for defining and regulating legitimate spiritual counselling. This measure is intended to ensure transparency and accountability.
The billโs supporters said the exemption balances religious freedom with public protection. They stressed that unlicensed and deceptive practices would not be tolerated.
Senate Passes Multiple Key Legislative Bills
During the same session, the Senate approved several other important bills. These covered sectors such as health, education, and civil administration.
The upper house passed the Mental Health Amendment Bill. It was presented by Balochistan Awami Party Senator Samina Mumtaz. The bill aims to improve mental health governance and care standards.
The Senate also approved amendments to the Pakistan Nursing Council Act. Changes to the Pakistan Medical and Dental Council Act were also passed. Both bills were moved by Pakistan Peoples Party Senator Shahadat Awan.
In addition, lawmakers approved a bill related to federal curriculum and textbooks. The Civil Servants Amendment Bill was also passed. These measures aim to reform governance and public service delivery.
The passage of the witchcraft bill marks a significant legal development. It reflects the Senateโs focus on addressing social issues through legislation. Authorities say enforcement will play a key role in achieving the lawโs objectives.
