The Punjab government has issued detailed Standard Operating Procedures to regulate kite flying during the Basant festival. The move aims to ensure public safety and prevent injuries and fatalities linked to dangerous kite materials. Authorities have clearly outlined what is permitted and what remains strictly prohibited.
The SOPs focus on controlling kite sizes, materials, and string specifications. Officials stress that these measures are essential to allow celebrations without risking lives.
Approved Kite Sizes and Designs
According to the notification, only specific kite types are permitted during the Basant festival. A “Patang” kite must not exceed 35 inches in width and 30 inches in length. This size equals approximately 4.5 githi.
Similarly, a “Gudda” kite is allowed if its width stays within 40 inches and its length does not exceed 34 inches. This measurement equals 1.5 tawa. Any kite larger than these limits will be treated as illegal under the new rules.
Authorities believe strict size control will reduce accidents during crowded celebrations.
Regulations for Kite String (Dor)
The SOPs allow only cotton kite string during Basant. The string must contain no more than nine strands and maintain a minimum count of 28. While coating with maanjha is permitted, it must meet a minimum mesh size of 350.
Additionally, the string must be wound in a “pinna” format. Each approved pinna must carry a QR code for identification and tracking. This step aims to improve enforcement and prevent illegal sales.
Complete Ban on Dangerous Materials
The use of charkhi-based string is completely banned. Authorities have also prohibited metallic, chemical, or glass-coated dor. Such materials have previously caused serious injuries and deaths.
The manufacture, sale, storage, or use of banned strings will result in strict legal action. Enforcement teams have been instructed to monitor markets and rooftops closely.
Clear Guidance and Enforcement Measures
To avoid confusion, the SOPs include visual illustrations. These images clearly distinguish approved equipment from banned items. Officials believe this will help vendors and kite flyers comply with the rules.
Citizens have been urged to follow the SOPs fully. Violations may lead to heavy fines, confiscation of materials, and possible criminal charges. Authorities emphasize that safety remains the top priority during Basant celebrations.
