A major policy shift is underway as a new amendment seeks to increase compensation for passengers affected by air travel incidents. The Carriage By Air Amendment Bill 2025 aims to modernise Pakistan’s aviation liability standards. Committee Reviews and Approves Key Changes
A National Assembly sub-committee reviewed the amendment during a detailed session. The discussion focused on raising compensation amounts for both domestic and international travel. As a result, the members endorsed significant upward revisions.
During the briefing, the legal adviser from the Ministry of Defence outlined the proposed figures. The bill recommends Rs 60 million compensation for the accidental death of a passenger during international travel. This new standard brings Pakistan closer to global norms and offers enhanced financial relief to affected families.
Revised Compensation for Domestic Flights
Furthermore, the amendment proposes Rs 20 million compensation for accidental deaths on domestic flights. The ministry initially recommended Rs 15 million. However, the federal cabinet raised the amount to ensure broader support for families dealing with tragic losses. For comparison, compensation in neighbouring India stands at Rs 5 million, which highlights the scale of Pakistan’s revision.
Provisions for Lost Baggage, Cargo, and In-Flight Injuries
The bill also strengthens passenger rights regarding baggage and cargo. Under the new rules, airlines will pay Rs 600,000 for lost baggage. Additionally, they will pay Rs 5,000 per kilogram for damaged or lost cargo. These measures ensure more reliable compensation structures and reduce the financial burden on passengers.
In cases of in-flight injuries, a designated medical board will determine the compensation. The board will assess injuries and recommend an appropriate amount. Consequently, the process will become more transparent and consistent.
Compensation Timeline Set for Faster Relief
The committee chairperson suggested introducing a mandatory deadline for compensation release. Therefore, the proposal requires airlines to release payment within 30 days after the submission of a valid succession certificate. The Defence Ministry agreed to this condition. After incorporating the change, the committee approved the bill.
