Energy Vehicle Levy
The Federal Board of Revenue (FBR) has recently announced the introduction of a new levy called the “Energy Vehicle Adoption Levy,” aimed at promoting the use of electric vehicles (EVs) in Pakistan and discouraging the reliance on petrol and diesel-powered vehicles.
This initiative forms part of the governmentโs broader strategy to reduce fossil fuel consumption, lower carbon emissions, and accelerate the adoption of environmentally friendly transportation options across the country.
According to the official notification released by the FBR, the new levy imposes additional charges on both locally manufactured and imported vehicles based on their engine capacities. The levy structure has been designed with different rates applied to vehicles depending on their engine size to ensure a fair and balanced approach.
Vehicles with engine capacities up to 1300cc, which includes small cars, pickups, buses, and trucks, will be subject to a 1% levy on their value. For those vehicles with engine sizes ranging between 1300cc and 1800cc, the levy will increase to 2%. Meanwhile, larger vehicles with engine capacities above 1800cc will incur a 3% levy.
This tiered system is intended to encourage consumers and manufacturers to prefer smaller, more fuel-efficient vehicles, or ideally, electric vehicles that produce zero emissions.
The responsibility for paying this levy lies with manufacturers in the case of vehicles assembled or produced in Pakistan. For imported vehicles, the importer or the individual bringing the vehicle into the country will be accountable for the payment.
This clear distinction aims to ensure that the levy is effectively collected at the point of sale or import, providing a streamlined process for enforcement.
The FBR emphasized that this levy is not just a revenue-generating tool but a crucial part of Pakistanโs environmental and energy policy.
By discouraging the use of traditional fossil fuel-powered vehicles through financial incentives and promoting cleaner, greener alternatives like electric cars, the government hopes to significantly cut down pollution levels and reduce the nationโs carbon footprint.
This new levy aligns with global trends where governments worldwide are introducing similar measures to combat climate change and encourage sustainable transport.
Pakistanโs push towards electric vehicles is also expected to stimulate growth in the local automotive and energy sectors, creating opportunities for innovation and investment in clean technologies.
