Germany Halts Arms Exports to Israel, Seeks Assurances Against Civilian Harm

Amid growing concerns over Israel’s intense offensive in Gaza, which has led to over 42,000 Palestinian casualties—predominantly women and children—since October 2023, Germany has taken a firm stance by halting all arms shipments to Israel. Reports reveal that Berlin has requested a formal commitment from Israel ensuring that German-supplied weapons will not be deployed against civilians in Gaza.

On October 14, 2024, individuals in Deir al Balah attempted to put out fires caused by Israeli strikes on tents sheltering displaced people. This image, captured by Reuters, highlights the escalating violence.

German newspaper Bild initially reported that the decision was led by Foreign Minister Annalena Baerbock and Economy Minister Robert Habeck, both Green Party members. Later, Politico confirmed the news. Baerbock emphasized the importance of humanitarian law compliance, noting that German law prohibits arms exports where there is a high risk of civilian harm.

The German government has demanded written assurances from Israel that German weapons will not contribute to acts of genocide. Opposition figures, including CDU leader Friedrich Merz, have criticized Chancellor Olaf Scholz, suggesting he holds ultimate accountability as the head of the Federal Security Council.

Germany’s stance reflects a complex balancing act between its historic support for Israel and a commitment to upholding human rights standards. While Foreign Minister Baerbock has backed Israel’s right to self-defense, she has stressed the need for adherence to international humanitarian norms. As Berlin awaits Israel’s assurances, the move could signal a shift in future military cooperation between the two nations, weighed down by both humanitarian and political considerations.
