Ukrainian President Volodymyr Zelensky is set to meet US President Donald Trump in Florida to discuss a 20-point peace proposal aimed at ending the war with Russia.
The framework, developed after weeks of negotiations to revise an earlier 28-point draft, reflects significant adjustments to bring Ukraineโs positions closer to US expectations, while still leaving two major issues unresolved: territorial control and the future of the Zaporizhzhia nuclear power plant.
Key points of the proposal include reaffirming Ukraineโs sovereignty, establishing a full non-aggression agreement with Russia, and implementing robust security guarantees backed by the US, NATO, and European countries.
Ukraine would maintain its armed forces at current strength, accelerate EU membership and US trade agreements, and receive support for reconstruction and economic recovery, including mobilization of $800 billion in development funds.
The plan also covers humanitarian measures, such as the exchange of prisoners of war, the return of civilian detainees, and addressing the suffering of victims.
Education and societal programs promoting tolerance and minority protections are included. Legally binding provisions would be enforced via a Peace Council chaired by Trump, with sanctions for violations, and a full ceasefire would take effect once the agreement is finalized.
The Zaporizhzhia nuclear power plant and territorial issues remain under discussion. The US proposes joint management of the plant with Russia and Ukraine, while Kyiv seeks a 50-50 arrangement with the US alone.
Regarding territory, Kyiv wants to maintain current battle lines, while Russia demands Ukrainian troop withdrawal from parts of Donetsk, with Washington suggesting demilitarized zones and a free economic zone.
Zelensky hopes the meeting will finalize details and pave the way for a comprehensive, enforceable peace agreement, ensuring Ukraineโs security, economic recovery, and sovereignty while setting a framework for future stability in the region.
