Russia, China, and Arab States Challenge Proposal

The US circulated a revised draft late on Wednesday. It kept the language on the Board of Peace but added references to Palestinian self-determination. This change attempts to address criticism that the earlier text lacked a clear political direction. Diplomats say the negotiations reflect typical debates over wording. However, the objections highlight serious differences within the Security Council. These differences have grown after more than two years of genocide in Gaza.
Washington Urges Swift Action on Resolution
US Secretary of State Marco Rubio said the resolution must pass without delay. He stressed the need to maintain momentum in the talks. He also insisted that progress was continuing as he spoke to reporters at a G7 meeting in Canada. His comments reflect Washingtonโs urgency to secure international support.
Security Council Members Push Amendments
The initial US draft called for a broad mandate for the stabilisation force through 2027. The draft also envisioned the force working alongside the yet-to-be-formed Board of Peace. Some Arab countries expressed interest in contributing troops. They said the force needed strong authorisation for effective operations. Russia, China and Algeria rejected the draft. Nearly every Council member submitted amendments. The absence of a clear roadmap to Palestinian statehood caused serious concern. Members also questioned when Israeli forces would leave Gaza.
Updated Text Outlines Withdrawal and Governance Issues
The new draft says Palestinian Authority reforms must be carried out before progress can occur. It states that reconstruction must advance to support a credible path to statehood. It also says Israeli forces will withdraw as the stabilisation force establishes control. The process will follow agreed milestones and timelines. Some countries asked the US to clarify the role of the Board of Peace. They also sought details on its membership and authority.
Regional Allies Express Reservations Over Structure
The UAE said it does not see a clear framework for the proposed force. It also indicated it is unlikely to join under current conditions. Diplomats say some countries want rapid adoption of the resolution to maintain progress. Others fear the US may form a coalition outside the UN if talks collapse.
