Autonomous Driving Vehicles
Meanwhile, Chinaโs autonomous driving sector has entered a new phase of rapid development after national regulators approved two vehicles with level-3 autonomous driving capabilities. The Ministry of Industry and Information Technology confirmed on Monday that models developed by Changan Automobile and BAIC Motorโs Arcfox have received permits as authorized products, marking the first time such vehicles have moved close to large-scale commercial adoption.
Regulators and industry experts described the decision as both forward-looking and cautious. They said the approval will accelerate intelligent driving in the worldโs largest automotive market while still keeping safety as the top priority.
First L3 models cleared for real-world pilots
According to the ministry, the Changan model can perform single-lane autonomous driving at speeds of up to 50 kilometres per hour during traffic congestion. Authorities have approved it for operation on selected highway and urban expressway sections in Chongqing.
Meanwhile, the Arcfox model can conduct single-lane autonomous driving at speeds of up to 80 kilometres per hour on designated routes in Beijing. Next, both automakers will begin pilot road operations on approved sections to test commercial application under real-world conditions.
Sun Hang, chief engineer at the China Automotive Standardization Research Institute, said the approval represents a landmark policy shift. He explained that China has, for the first time, allowed autonomous vehicles to enter the market as formal products. He added that pilot programs will help explore commercial use while strengthening public confidence.
Why level-3 autonomy marks a turning point
China defines driving automation across six levels, from L0 to L5. Levels 1 and 2 remain driver-assistance systems where drivers must monitor the road continuously. However, officials said L3, or conditional automation, allows vehicles to handle steering, acceleration, and braking in specific scenarios, while drivers only intervene when the system requests.
Liu Fawang, deputy head of the ministryโs Equipment Industry Development Center, said this shift fundamentally changes how responsibility is shared between drivers, manufacturers, and system providers. Fu Bingfeng, secretary-general of the China Association of Automobile Manufacturers, added that the industry is now moving from technical validation to mass production and application.
The ministry noted that more than 60 percent of new passenger vehicles in China already carry L2 functions. It also confirmed that the L3 approval channel will remain open, and authorities will approve additional models as soon as they reach maturity.
