Islamabad, Pakistan – The Supreme Judicial Council (SJC) has amended Pakistan’s Code of Conduct for Judges in October 2025, imposing stricter rules to ensure judicial independence, integrity, and decorum. The updated code highlights impartiality, fairness, timely case disposal, and restrictions on public interactions.
Core Principles of the Updated Code
-
Independence: Judges must remain free from any external influence, safeguarding both institutional and operational autonomy.
-
Integrity & Impartiality: Judges are expected to be truthful, blameless, and detached, avoiding greed and maintaining calmness in all proceedings.
-
Decorum: Maintaining dignity in court, showing courtesy without excessive familiarity, and respecting colleagues is mandatory.
Key Rules & Restrictions (Amendments)
-
No Public Controversy: Judges must refrain from public debate, media interaction, or commentary on political/judicial matters.
-
Media Silence: Judges cannot discuss personal or official matters with the media.
-
Handling Allegations: Any public allegation must be referred in writing to a committee of senior judges.
-
Social & Foreign Conduct: Judges cannot preside over or attend social, cultural, political, or diplomatic functions, nor accept dinners from bar members. Invitations from foreign bodies must be routed through the Chief Justice.
Judicial Function Guidelines
Judges are required to perform duties independently, free from outside pressure, and decide cases based solely on facts and the law. The amendments reinforce merit-based decisions without fear or favor.
The updated code aligns with prior policies, such as the National Judicial Policy (2009), emphasizing prompt case disposal, fair hearings, and protection of vulnerable groups.
