Sindh has taken a decisive step toward road safety as Governor Kamran Tessori approved the Sindh Motor Vehicles (Amendment) Bill 2025 under Article 116 of the Constitution, bringing it into immediate effect.
The newly amended law introduces stricter conditions for obtaining driving licenses while imposing tougher penalties on those found violating traffic regulations. Officials say the legislation aims to ensure the protection of citizens by enforcing discipline on the roads, where traffic violations often lead to serious accidents and loss of life.
According to the bill’s provisions, driving licenses will no longer be issued casually. Instead, applicants will be required to meet higher standards of eligibility, particularly those applying for heavy vehicle permits. The government has mandated that drivers seeking Heavy Transport Vehicle (HTV) licenses must now undergo additional scrutiny and comply with a stricter set of requirements before approval.
One of the most significant features of the new law is the introduction of compulsory pre-license training courses. These training programs have been made mandatory for both Light Transport Vehicle (LTV) and HTV applicants. Authorities believe this step will help prepare drivers more effectively, equipping them with the knowledge and practical skills needed to navigate roads safely and responsibly.
Furthermore, the bill prescribes tougher punishments for violations of the Motor Vehicles Act. Any breach, whether it involves reckless driving, overloading, or non-compliance with license conditions, will result in immediate legal action. Officials emphasize that these measures are not only punitive but also preventive, intended to deter negligence and encourage drivers to adhere to safety rules.
With this legislation, Sindh seeks to align itself with international practices in traffic management while addressing long-standing issues of road safety in the province. By prioritizing structured training and accountability, the government hopes to reduce accidents on roads and create safer commuting conditions for millions of citizens.
