In preparation for Muharram 2025, the Sindh government has imposed Section 144 across the province — including Karachi — from 1st to 10th Muharram, in a bid to ensure security and maintain law and order during the sacred month of mourning. A formal notification has been issued outlining various restrictions.
Under the new directives, the carrying of licensed weapons is strictly prohibited, with all arms permits suspended throughout the period. Additionally, pillion riding will be banned on the 9th and 10th of Muharram, a precautionary measure commonly taken during high-alert days.
Authorities have also prohibited the unauthorised use of drones or heli-cams, especially around religious gatherings and processions. The unlawful use of loudspeakers has been banned, with strict legal consequences for violators.
To bolster safety, the Sindh Home Department has issued detailed security guidelines for the month. These include a ban on unauthorised processions, wall chalking, and provocative speeches. All religious events must be pre-approved by the relevant authorities, and security clearance is mandatory for organisers.
The sale and circulation of inflammatory audio and video content have also been outlawed. Religious scholars will be permitted to deliver sermons only after obtaining prior approval. A specific code of conduct has been established for loudspeaker use during processions.
Law enforcement agencies will intensify surveillance along procession routes, with additional monitoring of hotels, markets, and rooftops. Hospitals have been placed on high alert, with ambulances and fire brigades on standby.
Sensitive Imambargahs and mosques will be given full-proof security coverage, including heavy deployment of police, Rangers, and female security personnel. Signal jammers will be installed, and drone surveillance will be conducted along key routes. All paths will be cleared and sealed prior to processions.
The provincial government has also directed security agencies to closely monitor individuals on the Fourth Schedule, and keep tabs on any suspicious activity. Only designated officials will be permitted to interact with the media during this period.
Peace committees will be activated at district and local levels to help maintain inter-sect harmony, while community leaders have been urged to support the government’s efforts in ensuring a peaceful Muharram.
