The Sindh government has introduced a significant reform by declaring motorcycle and vehicle number plates as personal property. These plates will now be directly linked to the Computerised National Identity Card (CNIC) of the first owner. Chief Minister Murad Ali Shah approved the Excise Department’s proposal, ensuring permanent registration of number plates with the original buyer.
Vehicle sellers will retain number plates permanently registered with their CNIC
According to officials, once a vehicle is sold, the original owner will remove its number plate. The plate will remain tied exclusively to their CNIC, while the buyer must register the newly purchased vehicle online using their own number plate. This transition is expected to streamline ownership procedures while preventing misuse of old plates.
Owners will have the option to cancel or surrender number plates
If a vehicle owner wishes to surrender a number plate, they may visit the Excise Department office to cancel the registration. This ensures flexibility while maintaining strict monitoring of number plates under the new system. Authorities believe the approach will also reduce bureaucratic hurdles by encouraging more digital registrations.

In addition, the government has integrated data of registered vehicles from the federal government and all four provinces. This unified system enhances monitoring and ensures that vehicles across Pakistan can be tracked more effectively. Officials emphasized that the move aims to curb theft, terrorism, and other criminal activities while boosting public confidence in law enforcement.
