ISLAMABAD: The federal government has declared 2025 as the “Year of 5G,” unveiling an ambitious roadmap to elevate the country’s digital infrastructure. Key targets include achieving an average broadband speed of 50 to 100 Mbps and expanding Fibre-to-the-Site (FTTS) coverage to 60%.
This announcement was made by Amer Shahzad, Director General of Licensing, during the National Broadband Network Forum 2024, organized by the Pakistan Telecommunication Authority (PTA) in collaboration with Huawei.
5G Spectrum Auction and Broadband Expansion
Shahzad highlighted that the 5G spectrum auction is planned for April 2025, marking a significant milestone in Pakistan’s journey toward digital transformation. With Fixed Broadband (FBB) penetration currently below 2%, the government aims to raise this figure to 20% over the next five years.
The average broadband speed, currently at 15 Mbps, will be elevated to 50–100 Mbps. Shahzad acknowledged the current FTTS coverage of just 20% as a major hurdle, emphasizing plans to expand it to 60% to support the rollout of 5G networks.
National Fiberization Plan
To bridge the digital divide and enable robust 5G infrastructure, the government has launched a National Fiberization Plan aimed at expanding the Optical Fibre Cable (OFC) network. This initiative will enhance FTTS penetration and strengthen connectivity across the country.
The plan includes extending the fibre optic footprint from the current 200,000 kilometers to 500,000 kilometers. Shahzad also proposed introducing 1 Gbps connectivity in Islamabad as a pilot project, with plans for a nationwide rollout in subsequent phases.

- Boost Broadband Speed: Raise average speeds from 15 Mbps to 50–100 Mbps.
- Enhance Fixed Broadband Penetration: Increase FBB penetration from under 2% to 20% within five years.
- Expand FTTS Coverage: Scale up Fibre-to-the-Site coverage from 20% to 60%.
- Strengthen Fibre Network: Extend the OFC footprint to 500,000 kilometers.
- Enable 1 Gbps Connectivity: Begin with Islamabad as a testbed for high-speed internet.
