Saudi Arabia has introduced 10 major changes to the Umrah process in an effort to make pilgrimages more organized, secure, and transparent. According to UAE-based Umrah operators, these new rules are now fully integrated into official platforms like Nusuk and Masar, requiring pilgrims to follow specific steps at every stage — from visa application to return travel.
While these changes are designed to ease confusion and reduce fraud, they also introduce strict requirements that all pilgrims must comply with.

Hotel Booking is Mandatory During Visa Application
Pilgrims must book approved hotels through the Masar system (linked to Nusuk) or submit a host’s Saudi ID if staying with family. -
Staying with Relatives Requires Host’s Saudi ID
The host’s unified Saudi ID must be entered in the system. Changes or delays in travel must be updated against that ID. -
Tourist Visas No Longer Valid for Umrah
Performing Umrah using a tourist visa is banned. Entry to key holy sites like Riyaz ul Jannah may be denied. -
Dedicated Umrah Visa is Now Mandatory
Only Umrah visas issued through Nusuk or approved agents are valid. eVisas and package bookings must be processed via official platforms. -
Itinerary Cannot Be Changed Post-Visa
Submitted travel plans are final. Overstaying leads to fines starting at SAR 750 (AED 734), and agents may face penalties or system bans. -
Visa on Arrival for Select Nationalities
Citizens and residents of the UK, USA, Canada, or Schengen countries can get a visa on arrival, but only if they’ve visited those countries before. -
Airport Officials Verify All Bookings
Accommodation and transport must be pre-booked via Nusuk or Masar. Missing bookings can delay or cancel entry. -
Only Authorized Transportation Allowed
Pilgrims must use taxis, buses, or trains registered with Saudi systems. Unregistered vehicles are not allowed for Umrah travel. -
Haramain Train Runs Only Until 9 PM
Pilgrims arriving late must pre-book approved alternate transport. Random travel options are not permitted. -
Heavy Fines for Rule Violations
Unauthorized taxis, missing bookings, or overstaying will result in immediate fines of SAR 750 or more for pilgrims and agents.
