Saudi authorities have moved decisively against poorly performing Umrah travel operators. The Ministry of Hajj and Umrah has suspended 1,800 foreign agencies as part of a wider enforcement drive.The Umrah sector currently includes around 5,800 registered agencies worldwide.
The decision follows a routine performance review. Authorities found gaps in service quality and operational standards. As a result, the ministry moved quickly to protect pilgrims and improve reliability across the sector. Officials stressed that the step reflects ongoing reforms in Umrah management.

Performance Reviews Trigger Regulatory Action
According to the ministry, the suspensions stem from periodic evaluations. These reviews assess accommodation, transport, coordination, and overall pilgrim support. Several agencies failed to meet the required benchmarks. Some showed repeated lapses. Others ignored earlier warnings.
Therefore, the ministry suspended their contracts temporarily. However, it also allowed room for correction. Each affected agency has been granted a 10-day grace period. During this time, agencies must address all highlighted deficiencies.
Officials explained that the evaluation system is data-driven. It tracks complaints, on-ground inspections, and digital performance reports. Consequently, agencies with weak records face swift penalties. At the same time, well-performing operators continue their services without disruption.

Pilgrimsโ Bookings and Visas Remain Protected
Despite the suspensions, authorities assured pilgrims of uninterrupted services. The ministry confirmed that pilgrims holding valid Umrah visas will not face any issues. Existing bookings will remain intact. Accommodation and transport arrangements will continue as planned.
This assurance aims to prevent confusion among pilgrims and their families. Officials clarified that alternative arrangements are already in place. Licensed service providers will step in where needed. As a result, pilgrims can focus on their spiritual journey without concern.

Ministry spokesperson Ghassan Alnwaimi reaffirmed the governmentโs stance. He stated that agencies failing to comply within the deadline will face further action. This may include permanent suspension or removal from the Umrah system.
He added that monitoring tools will remain active year-round. Authorities will rely on digital dashboards, field inspections, and pilgrim feedback to guide future decisions. Through these measures, the ministry aims to reinforce trust across the Umrah ecosystem.
