Putin Signs Law
Russian President Vladimir Putin signed a new law that makes it a criminal offense to search for or access online content labeled as “extremist.” The legislation, which has drawn criticism from both pro-Kremlin figures and opposition voices, imposes fines of up to 5,000 rubles (approximately $64) for individuals who are found to have “knowingly” viewed banned material.
Set to take effect on September 1, the law has raised alarms among legal experts and human rights groups due to its vague language and lack of clarity on enforcement mechanisms. Critics warn it could pave the way for broader surveillance and arbitrary application by law enforcement.
Yekaterina Mizulina, head of the Kremlin-aligned Safe Internet League and a vocal proponent of online censorship, even expressed concerns about the bill. She noted that it could hinder the League’s work, nearly a third of which involves identifying extremist content and referring it to authorities. Mizulina also warned that the law might expose police officers to prosecution for viewing extremist materials as part of their official duties.
Amnesty International condemned the law as “vague and overly broad,” cautioning that it enables arbitrary interpretation and could be used to further suppress dissent.
On the same day, Putin also signed a separate law banning the advertisement of VPN services in Russia. VPNs have become a popular tool for Russian citizens to circumvent government-imposed blocks on websites such as Instagram and independent media outlets including The Moscow Times, especially since the state intensified its internet crackdown in recent years.
Both laws are seen as part of the Kremlin’s escalating campaign to control digital spaces and restrict access to independent information, further tightening its grip on online freedom in Russia.
