Pakistan’s Ministry of Information Technology and Telecommunication (MoITT) has signed a Memorandum of Understanding (MoU) in Beijing to strengthen the digital economy and create global opportunities for small and medium-sized enterprises (SMEs) and startups. The agreement was signed during the 2nd Pakistan-China B2B Investment Conference, marking a major step toward digital transformation.
Collaboration to Drive E-Commerce Growth
The MoU was signed between Ignite – National Technology Fund and Alibaba.com, one of the world’s leading B2B e-commerce platforms. This partnership aims to enhance Pakistan’s e-commerce ecosystem by empowering SMEs and entrepreneurs with digital tools, training, and international market access.
The signing ceremony was attended by Shaza Fatima Khawaja, Pakistan’s Minister of IT and Telecom, and Roger Luo, Head of South and Southeast Asia at Alibaba.com, alongside senior officials from both sides.
Pakistan’s Digital Ambition
Speaking at the event, Minister Shaza Fatima Khawaja highlighted the importance of the agreement for Pakistan’s growing digital economy. She said Pakistan stands at the cusp of a global e-commerce opportunity. With a young and passionate workforce, the country’s entrepreneurs can leverage digital platforms to showcase their products and abilities worldwide.

Roger Luo expressed optimism about the collaboration, stating that Alibaba.com’s platform capabilities, AI-driven tools, and targeted training will be combined with government support. He noted that e-commerce is no longer limited to local transactions. Instead, it has become a powerful tool for connecting entrepreneurs in emerging economies with global buyers and investors.
